Upgrade Sunapsis software from v3 to v4

During upgrade, the AccessVIS service will be down for about an hour, then, for the next four hours, the student portal should be unavailable while configurations are migrated from test.

This upgrade has major configuration and functional changes affecting office and departmental users.

Requires changes to department workstations (ticket 151521), includes a change to authentication.

No integration or data feed changes have been identified. Updating procedure, infrastructure snapshots and backups are as previous minor updates.
